    Clarify what kind of use, please. Are you spraying it around your house to kill bugs? Are you using it to remove paint? Without knowing how it is used it is hard to say if its use is illegal.

    Oh, except of course it will be very difficult to use without possessing it which is definitely illegal.

    Technically speaking, it’s the possession, not the use that’s illegal. It makes no practical difference though.
