are rehabilitation Centers above the law?


my cousin is getting out of prison on sunday. his girlfriend and son are living in a rehabilitation center in california. is lt legal for the rehab to say that the father is not allowed to see his son until he is assesed.
is it legal for them to say that he has no parental rights because of their rule. or until the asessment.

their is no custody case against either of them.
Also does a rehab have the right to ignore a court order because of this rule.

the child’s father is going to be living with me. and we have a court order to have the baby this whole weekend.
their rule can’t revoke a court order can it.

The mother says that they can but i don’t believe it.

    Rehabilitation centers are allowed to implement any policy or practice deemed necessary to ensure the safety of the facility, the public, and the patients. It is not unreasonable to wish to review and evaluate a new parolee before allowing them into the facility.
    The rehab center can not go against a court order, but they don’t have to allow the visit to take place on their property.
