No, of course you will be able to take other classes. Failing the reading portion merely means before you can take a college level English class, you will be placed in a remedial class to prepare you for the college level class.
Since you passed your math, science, etc. portions you will be able to start at college-level courses in those subjects.
For example, say that most freshmen take Composition I. You didn’t pass the test, so BEFORE you are allowed to take Composition I you will take Pre-Compositon I. After completing that you will be able to take Composition I.

But that test should have sent you a very important message, which is why they made you take it. If you’re a poor reader, you’re going to have difficulties in every other course, especially math and science (these are more dependent on verbal and reading ability than students or teachers realize, because they involve attention to detail that you only learn in reading.)
So go see the people at the college and find out what they’d suggest you do to improve your reading ability. They have counseling services that are exceptionally good at this sort of thing, and they’ll be impressed that you’ve come to them for help before you get into academic trouble.
